Robert Black, a city coordinator for Greenpeace who lives in Imperial Beach, brought his six children, including Talon, 6, and Samantha, 15, to Imperial Beach pier to swim in rainwater that had collected on recently dredged sand brought in from offshore. "I haven't been surfing in this water, even though I live here," said Black, who, like many other local surfers, drives farther north in San Diego to paddle out.
